Two Failed Biddings – Negotiated Procurement
ONE (1) UNIT OF BRAND NEW MOTOR VEHICLE for the National Library of the Philippines with an Approved Budget for the Contract (ABC) of One Million Three Hundred Thousand Pesos (PhP1,300,000.00) in accordance with Section 53.1 Two Failed Biddings as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA 9184), otherwise known as the “Government Procurement Reform Acts”.
For more details on this project refer to the attached Technical Specifications and Schedule of Requirements (Annex “A”).
The following minimum eligibility and technical documents as well as the Financial Proposal Form/Bid Form shall be submitted on or before August 24, 2018 at 2:00PM at the Conference Room, Ground Floor at NLP, Bldg.
1. Accomplished Financial Proposal Form/Bid Form
2. Tax Clearance per Executive Order 398, Series of 2005, as finally reviewed and approved by the BIR.
3. Certificate of PhilGEPS Registration.
Opening of the eligibility documents, technical documents, financial proposal and evaluation copy to offered book will be on August 24, 2018 at 2:01PM after the deadline of submission of bids at Conference Room, Ground Floor, NLP Bldg. Bids will be opened in the presence of the Bids and Awards Committee (BAC) Members, TWG Members and bidders or authorized representatives who choose to attend the activity. Late Bids shall not be accepted and bids received in excess of the ABC shall be automatically failed.
The NLP reserves the right to accept or reject any bid to annul bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.

The delivery schedule expressed as weeks/months stipulates hereafter a delivery date which is the date of delivery to the project site. One (1) unit of brand new vehicle with Approved Budget Contract (ABC) Php1,300,000.00.

INSTRUCTION:
Bidders must state here either “Comply” or Not Comply” against each of the individuals parameters of each Specification stating the corresponding performance parameter of the equipment offered. Statements of “Comply” or Not Comply” must be supported by evidence in a Bidders Bid and cross-referenced to that evidence. Evidence shall be in the form of manufacturer’s un-amended sales literature, unconditional statements of specification and compliance issued by the manufacturer, samples, independent test data etc., as appropriate. A statement that is not supported by evidence or is subsequently found to be contradicted by the evidence presented will render the Bid under evaluation liable for rejection. A statement either in the Bidders statement of compliance or the execution of the Contract may be regarded as fraudulent and render the Bidder or supplier liable for prosecution subject to the provisions of ITB Clause 3.1.a(ii) and/or GCC Clause2.1.a(ii).

- The amounts indicated under Inclusions are for biding purposes only. During contract implementation, THESE INCLUSIONS SHALL BE BORNE BY THE BIDDER REGARDLESS OF ACTUAL CHARGES.
- Supplier must be an authorized franchise dealer of the vehicle being sold of such authorization shall be submitted to NLP.
