Inter-library Loan Network

Inter-library Loan Network is a library networking and exchange of materials among member countries (formerly National Libraries and Documentation Centre Southeast Asia Consortium (NLDC-SEA)). It links member country collectively and cooperatively towards a free flow of information in any part of the world

Standard Operating Procedures and Policies

A. Functions

  • Resource Sharing and Document Delivery is a necessary element for international co-operation by libraries;

  • It is a National network which enables libraries for the users/clientele to obtain materials for research and scholarly purposes;

  • It aims to develop an efficient resource sharing system as an essential infrastructure of international relationship between libraries;

B. What Materials can be requested?

  • Materials that are available at the NLP's collection such as Books, Periodical articles, Journals, Audio-visuals and other documents.
  • Materials from the Special and Rare Collections are subject for approval from the Chief of the Filipiniana Division or Head of the Special and Rare Collections. The materials are FRAGILE and may not be available for Photocopy unless they are digitized.
  • Only abstracts for Theses and Dissertation can be reproduced. However, if the requester has a proof or supporting document that authorized him/her from the author/s to reproduced a copy of it.

C. Procedures for Request Material

  1. Upon receiving a request, notify the requesting party the date and time when it is requested via e-mail. If by Postal Mail, LBC or Other shipping company, check the availability of the personal e-mail of the requester or notify them via Postal Mail, LBC or Courier.
  2. A Request Form will be sent via e-mail or downloaded at the NLP's website and should be fill-up upon request of the material and a letter stating the purpose and bearing their signature.
  3. In the Request Form, give the EXACT information or bibliographic reference needed to search the material.

  4. Upon receiving all the necessary documents, check the availability of the material in the NLP's Online Public Access Catalog (OPAC), or list of journals we subscribe, to make sure that the item you want is available in this Library.

  5. If the request material is not available in the NLP's collection, check the OPAC's of libraries connected to NLP so that we could indorse them to the library which the material is available.

  6. If the request material is not available in any libraries connected to NLP, search for other alternative titles for the said request.

  7. If the request material is not available and no alternative material can be given to the requester, notify them.

  8. A request cannot be process or can be denied if it falls under the law on Copyright. (R.A. No. 10372, Sec. 185 Fair Use of a Copyright Work)

  9. If the request material is available, notify the requester and ask what mode he/she wants to be reproduced and the charges to be made and the mode of payment.

  10. When payment is made and confirm, the materials will be sent thru the following:

Photocopy

  • Photocopied material will be sent thru Postal Mail or LBC

Digitized Material

  • Via e-mail - if the capacity of the digitized material is within the memory to be attached on;

  • Via website or other page to download – If the capacity of the digitized material is over the memory to be attached in e-mail. A website or web link will be sent via e-mail to where it can be downloaded;

  • Via CD/DVD – If the requester wants the digitized material to be sent in CD/DVD format.Once payment is confirm, CANCELLATION of material is not possible.

E. Reproduction

Modes of reproduction

  • Photocopy - are done by the BSD Staff or In-charge of Program. If the said material is already digitized by the Information Technology Division (ITD), a digitized/ scanned copy will be requested.

  • Digitization - all procedure for digitizing the material are made by the Information Technology Division (ITD).

F. Billing and Fees

  1. How to Pay

  • Cost of mailing and photocopy will be charged to the requester.

  • For Foreign clients, all payments should be converted to the current exchange rate of US Dollar with a minimum amount of USD $ 100.00. If the total amount is less that the minimum amount, the payment should be fixed charge of USD $ 100.00. (fixed charge is done because the Landbank of the Philippines doesn't accept check's that are less than the minimum amount)

  • Certified Copy (for Printed Copy)

Government Publication Php 100.00 per document

Filipiniana Serials Php 100.00 per document

  • All printed materials are subject for PLUS payment for Courier.

  • Minimum of 10 pages/image are FREE of charge.

  • For Foreign clients, all payments should be converted to the current exchange rate of US Dollar.

3. Modes of Payment

  • Cash

for Local requester can be sent thru Postal Money Order (PMO) of LBC.

  • Invoices via Check

Local and Foreign requester.

  • NO IFLA Voucher are accepted as payment

  • NO CREDIT CARDS are accepted as payment

G. Deliveries and Cancellation

Deliveries

  1. Delivery of Materials will be sent thru shipping via Postal Mail, LBC or Courier.

  2. Electronic delivery will be sent thru e-mail attachments or a web link will be sent thru e-mail to be download.

Cancellation

  1. Once payment is confirm, cancellation of material is not possible.
