A RESOLUTION RECOMMENDING TO THE HEAD OF THE PROCURING ENTITY THE USE
OF DIRECT CONTRACTING MODE AS ALTERNATIVE METHOD OF PROCUREMENT FOR THE
NATIONAL LIBRARY OF THE PHILIPPINES NEEDS OF SUPPLY AND DELIVERY of 15 TITLES / 300 VOLUMES OF BOOKS FOR GENDER AND DEVELOPMENT (GAD) (Cont. Budget 2016). ENUMERATED IN THE PURCHASE REQUEST. (Attach as Annex “A”)
WHEREAS, the National Library of the Philippines has requested for the 15 Titles / 300 Volumes of Books for Gender and Development (GAD) (cont. budget 2016) amounting to One Hundred Twenty Two Thousand One Hundred Pesos (Php122,100.00) to Anvil Publishing, Inc.
WHEREAS, attached is the item specification with Certificate of Sole/Exclusive Distributorship to ANVIL PUBLISHING, INC., with registered office at 7th Floor Quad Alpha Centrum Bldg. 125 Pioneer St., Mandaluyong City; (Attach as Annex “B”)
WHEREAS, Section 50 of RA 9184 provides that Direct Contracting as mode of procurement may be resorted for items sold by an exclusive dealer or manufacturer which does not have sub-dealers selling at lower prices and for which no suitable substitute can be obtained at more advantageous term to the government;
WHEREAS, the Bids and Awards Committee (BAC), in its evaluation considered all the factual circumstances of the foregoing, including the Technical Evaluation made by the end-user and the immediate need for the acquisition of the goods which warrants and necessitates the use and employment of alternative method of procurement specifically through Direct Contracting;
