Two Failed Biddings – Negotiated Procurement
Resolution No. 2020-03
In view of the two (2) failed bidding, the National Library of the Philippines (NLP) Bids and Awards Committee (BAC) invites interested bidders to participate in the Negotiated Procurement for LEGAL KNOWLEDGE SERVICES FOR NLP AND SELECTED AFFILIATED PUBLIC LIBRARIES for the National Library of the Philippines with an Approved Budget for the Contract (ABC) of Six Hundred Thousand Pesos (PhP600,000.00) in accordance with Section 53.1 Two Failed Biddings as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act (RA 9184), otherwise known as the “Government Procurement Reform Acts”.
For more details on this project refer to the attached Technical Specifications and Schedule of Requirements (Annex “A”).
The following minimum eligibility and technical documents as well as the Financial Proposal Form/Bid Form shall be submitted on or before September 29, 2020 at 5:00PM at the Ground Floor at NLP, Bldg.
1. Accomplished Financial Proposal Form/Bid Form
- Latest Tax Clearance Certificate
- PhilGEPS Certificate of Registration.
Opening of the eligibility documents, technical documents, financial proposal and product profile of the offered eResources will be on September 30, 2020 at 9:01AM after the deadline of submission of bids at 2nd Floor Reading Area, NLP Bldg. Bids will be opened in the presence of the Bids and Awards Committee (BAC) Members, TWG Members and bidders or authorized representatives who choose to attend the activity. Late Bids shall not be accepted and bids received in excess of the ABC shall be automatically failed.
The NLP reserves the right to accept or reject any bid to annul bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
