We invite you to explore the portal, make use of its features, and join us in our continuing efforts to uphold the principles of good governance and genuine public service. Together, we can build a more responsive and service-oriented National Library of the Philippines.

NLP Citizen’s Charter

The Citizen’s Charter of the National Library of the Philippines (NLP) serves as a public guide to the library’s frontline services, providing clear information on how to access these services, the requirements involved, applicable fees, expected processing times, and the responsible offices or personnel.

Anchored on the principles of transparency, efficiency, and accountability, this Charter is part of the NLP’s compliance with Republic Act No. 9485 or the Anti-Red Tape Act of 2007, as amended by Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

By outlining standard procedures and service commitments, the Citizen’s Charter empowers users to engage with the NLP confidently and helps ensure consistent delivery of high-quality, people-centered public service. It also reinforces our pledge to uphold integrity and responsiveness in serving the Filipino public.

CART Submissions

As part of our ongoing commitment to deliver efficient, transparent, and citizen-focused services, the NLP regularly prepares and compiles key documents that reflect our service performance and internal process improvements. These submissions demonstrate our dedication to continuous progress in streamlining workflows, reducing bureaucratic delays, and enhancing client satisfaction.

The documents made available in this section provide a clear view of how the NLP measures its effectiveness, maintains accountability, and implements reforms that support better public service. These materials are part of our efforts to promote a culture of integrity and responsiveness within the organization.

Below are the key documents submitted in line with our service improvement initiatives:
