INVITATION TO BID FOR
(THROUGH NEGOTIATED PROCUREMENT)
SUPPLY AND DELIVERY OF
SERIAL PUBLICATIONS FOR NATIONAL LIBRARY OF PHILIPPINES,
BOHOL AND TONDO CONGRESSIONAL LIBRARIES
In view of the two (2) failed bidding, the National Library of the Philippines (NLP) Bids and Awards Committee (BAC) invites interested bidders to participate in the negotiated bidding for the Supply and Delivery of Serial Publications for National Library of the Philippines, Bohol and Tondo Congressional Libraries with an Approved Budget for the Contract (ABC) of Seven Hundred Twenty One Thousand Nine Hundred Thirty Nine Pesos (P721,939.00). Bidding will be through Line Item Bidding. Bids received in excess of the ABC shall be automatically rejected at bid opening.
Delivery of the material(s) is required within seven (7) calendar days upon issuance of Notice to Proceed except for newspapers which should be delivered on a daily basis.

The following minimum eligibility and technical documents as well as the Financial Proposal Form/Bid Form (Annex B) shall be submitted on or before January 13, 2014, 2:00PM at Training Room, 4th Floor NLP Building:
a. Accomplished Financial Proposal Form/Bid Form (Annex B);
b. Tax Clearance;
c. Latest Income Tax and Business Tax Returns; and
d. Certificate of PhilGEPS Registration.
Opening of the eligibility documents, technical documents and financial proposal will be on January 13, 2014 immediately after the deadline of submission of bids at Training Room, 4th Floor NLP Building. Bids will be opened in the presence of the bidders or authorized representatives who choose to attend the activity. Late Bids shall not be accepted.
The NLP reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
