A RESOLUTION RECOMMENDING TO THE HEAD OF THE PROCURING ENTITY THE USE

OF DIRECT CONTRACTING MODE AS ALTERNATIVE METHOD OF PROCUREMENT FOR THE

NATIONAL LIBRARY OF THE PHILIPPINES NEEDS OF SUPPLY AND DELIVERY OF 156 REELS OF MICROFILMS FOR MULTIMEDIA (Cont. Budget 2016). ENUMERATED IN THE PURCHASE REQUEST. (Attach as Annex “A”)

            WHEREAS, the  National Library of the Philippines has requested for the  156 reels of Microfilms for Multimedia (cont. budget 2016) amounting to Two Hundred Eighty Thousand Eight Hundred Pesos (Php280,800.00) to ATENEO DE MANILA UNIVERSITY Loyola Schools Rizal Library

WHEREAS, attached is the item specification with Certificate of Sole Distributorship to to ATENEO DE MANILA UNIVERSITY Loyola Schools Rizal Library

, with registered office at Rizal Library, Katipunan Ave., Loyola Heights, Quezon City; (Attach as Annex  “B”)

WHEREAS, Section 50 of RA 9184 provides that Direct Contracting as mode of procurement may be resorted for items sold by an exclusive dealer or manufacturer which does not have sub-dealers selling at lower prices and for which no suitable substitute can be obtained at more advantageous term to the government;

WHEREAS, the Bids and Awards Committee (BAC), in its evaluation considered all the factual circumstances of the foregoing, including the Technical Evaluation made by the end-user and the immediate need for the acquisition of the goods which warrants and necessitates the use and employment of alternative method of procurement specifically through Direct Contracting;
