NEGOTIATED PROCUREMENT – TWO (2) FAILED BIDDING 16-02

Procurement of Vehicle

                       In view of the two (2) failed bidding, the National Library of the Philippines (NLP) Bids and Awards Committee (BAC) invites interested bidders to participate in the negotiated bidding for the Procurement of Vehicle with an Approved Budget for the Contract (ABC) of   Eight Hundred Forty Thousand Pesos (PhP840,000.00). Bids received in excess of the ABC shall be automatically rejected at bid opening.

            Delivery of the vehicle is required within fifteen (15) working days upon issuance of Notice to Proceed.

    For more details on this project refer to the attached Technical Specifications and Schedule of Requirements (Annex “A”).

            The following minimum eligibility and technical documents as well as the Financial Proposal Form/Bid Form shall be submitted on or before December 01, 2016 1:30PM at the Conference Room, Ground Floor at NLP, Bldg.

  1. Accomplished Financial Proposal Form/Bid Form (Annex “B”);
  2. Department of Trade and Industry (DTI); SEC Registration Certificate, or Cooperative Development Authority (CDA); Certificate of Incorporation
  3. Valid and current Mayor’s permit
  4. Tax Clearance per Executive Order 398, Series of 2005, as finally reviewed and approved by the BIR and/or Income/Business Tax Return.

            Opening of the eligibility documents, technical documents and financial proposal will be on December 01, 2016 1:31PM after the deadline of submission of bids at Conference Room, Ground Floor, NLP Bldg.. Bids will be opened in the presence of the Bids and Awards Committee (BAC) Members, TWG Members and bidders or authorized representatives who choose to attend the activity. Late Bids shall not be accepted.

            The NLP reserves the right to accept or reject any bid to annual bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.

TECHNICAL SPECIFICATION AND SCHEDULE OF REQUIREMENTS

Bidders must state either “Comply” or “Not Comply” or any equivalent term in the column “Statement of Compliance” against each of the individual parameters of each “Specification”.

The delivery schedule expressed as weeks/months stipulates hereafter a delivery date which is the date of delivery to the project site.
