This section collects data on your library's utilization of its collections- both print and non-print. Monitoring how your users utilize your collections could provide a strong basis for collection development. The data gathered from this portion will also help our agency forecast future purchases for our resource allocation.
How many library resources were used for the following collections?
Program Expenditure Classification or PREXC is the logical continuation of Performance-Informed Budgeting (PIB). It reflects in the budget the link between strategies, budgets and results and facilitates the monitoring and evaluation of programs with the performance indicators attached to each program. PREXC restructures an agency’s budget to group all recurring activities as well as projects under appropriate programs or key strategies. The National Library of the Philippines Library Extension Program for Public Libraries aims to provide information, services and opportunities using information and communication technologies and other media that are responsive to the needs of the community. This program also ensures that all Filipinos have access to a community space where they can find and use information and services to improve their lives. The data to monitor these outputs/outcomes will be harvested from all affiliated public libraries using the following indicators: a) number of library users, b) number of people trained in digital literacy, c) number of people using e-government services and, d) number of people assisted in livelihood or employment services. These data will then be disaggregated by these categories: a) province, b) region, c) gender, and d) age.

The following are the daily library services that you can align with E-Government Services: * Use of library equipment (computers, wifi, or internet) to access any government website (ex: Getting NBI clearance, applying for passport, license, etc.) * Access to local government information such as ordinances, plans, budgets, and other local public documents * Use of Tech4Ed * Use of DOST-STARBOOKS * Access to e-Tesda *
A library client may use the computers/ laptops/ tablets of the library to access any government website. Note their purpose for accessing the website. Ex: To apply for NBI clearance, access GAD publication from PWC online library, access library database from NLP, etc.
A library user may ask for assistance to avail your local government services (ex: applying of business permit, amilyar, civil registry); or access local public documents (ex: local ordinance, city development plan, municipal disaster plan, etc.) Note these down as another e-government indicator.
Technology for Economic Development or Tech4ED is a project of the DICT that aims to harness ICT to enable, empower and transform society creating an inclusive, integrated and equitable countryside, through providing opportunities for employment and empowering entrepreneurs.
The DOST-STARBOOKS or the Department of Science and Tecnology- Science and Technology Academic and Research-Based Openly-Operated Kiosk Stations provides access portals for Filipinos to explore scientific information available at DOST (SciNeT), the Philippine eLib project, freely-available online resources, and subscribed databases.

The following are programs, projects and activities aligned to livelihood and employment: Trainings on: * Making resume * Finding jobs * Career development * Career placement assistance * Promotion of local goods or enterprise * Assitance in business permits, sanitary permits, business tax payment *
The final section highlights the services of the public libraries as adapted from the IFLA Public Libraries Manifesto 2022 stating that "The services of the public library are provided on the basis of equality of access for all, regardless of age, ethnicity, gender, religion, nationality, language, social status, and any other characteristic. Specific services and materials must be provided for those users who cannot, for whatever reason, use the regular services and materials, for example linguistic minorities, people with disabilities, poor digital or computer skills, poor literacy abilities or people in hospital or prison." Thus, Philippine public libraries are tasked to provide socially-inclusive services for all members of its community being served.
