Support Services Provided to LGUs for Public Libraries

Mandated by Republic Act No. 7743, all local government units are required to establish their own local public library/barangay reading center. As such, the following requirements and services are provided by the agency to assist with such requests. Once affiliated, the public library is entitled to receive the technical assistance being accorded to public libraries – initial allocation upon affiliation, regular allocation, monitoring, and training.

Affiliation Process of Public Libraries

Local government units at the provincial, city, municipal, and barangay levels who are interested in affiliating their public libraries must prepare the following documents:

1. Signed Memorandum of Agreement (MOA) (2 copies)

2. Resolution adopted by the Sangguniang Panlalawigan/ Panlungsod/ Pambayan/ Pambarangay expressing the intent to establish and affiliate a public library (original signed and a certified true copy)

3. Regular annual appropriation for local and foreign periodicals including national and local newspaper subscriptions certified your Local Treasurer (original signed and a certified true copy)

4. Resume of the designated librarian or permanent staff (assigned full-time in the library)

5. Photos of the established public library. Must show the following:

        a. Separate building / room of adequate size

        b. Sufficient number of chairs, reading tables, bookshelves, and other library equipment, fixtures and furniture necessary for effective library operation

        c. Signage/ Facade of the library

        d. Other exterior and interior views

6. Official Library email address

7. Official Library website or social media account

The local government unit (LGU) must submit the required documents via courier addressed to:

The following documents will be evaluated by the Public Libraries Division of the National Library of the Philippines and will be subject to the approval of the Director.

The processing time of request is 20 working days upon receipt of the request letter.

Regular Library Resource Allocation

In its mission to support the expansion of library services of all affiliated public libraries (PL) and barangay reading centers (BRC) nationwide, the National Library of the Philippines- Public Libraries Division offers additional Library Resource Allocation to affiliated PLs and BRCs apart from their initial library allocation received upon affiliation. These library resources vary from print, non-print, and electronic materials which were donated by different government agencies, non-government organizations, and even private individuals.

Affiliated public libraries and barangay reading centers who wish to avail must send a request letter to any staff of the Public Libraries Division:

For online clients

submit letter of request to: publiclibraries@nlp.gov.ph or bpvelasco@nlp.gov.ph 

For walk-in clients

submit letter of request to Public Libraries Division,4th flr,NLP Bldg. .

The processing time of request is 4 working days upon receipt of the request letter.

Monitoring of Public Libraries

Request for Onsite Monitoring of Active Libraries

Affiliated public libraries may request to be monitored onsite by the NLP – Public Libraries Division for benchmarking with one another and is in need of technical assistance from the agency. This service may also be availed by individuals who wish to have their Public Libraries (PLs) be evaluated for congruency with the Standards for Philippine Public Libraries and up-to-datedness with best practices among public libraries. Public Libraries who wish to be visited must send a letter of request addressed to the NLP Director:

For online clients

For walk-in clients

submit letter of request to Director’s Office.

Prepare the following documents for onsite monitoring:

     a. Library policy manual (if existing)

     b. Annual investment plan indicating the budget allocation of the library for the current fiscal year

     c. Library organization chart Library floor plan

     d. Accession book

The processing time of request is 12 working days upon receipt of the request letter.

Online Monitoring via Online Monthly Monitoring Form

Affiliated public libraries (PLs) and barangay reading centers (BRCs) are required to submit updates about their monthly manpower, operation, services, and PPAs (programs, projects, and activities). Data gathered in these reports are reflected in the agency information PREXC (Program Expenditure Classification) for Library Extension Programs.

  • Affiliated public libraries (PLs) and barangay reading centers must accomplish the Online Monthly Monitoring Form.

  • After submission of their report, the affiliated PL/BRC will receive an email confirming the submission of their report.

Training of Public Libraries

The National Library of the Philippins – Public Libraries Division regulary provides orientation sessions, follow-up training, services enhancement activities, and professional development for new public librarians, public library officer-in-charge, and library staff. It also develops relevant training, be it in a classroom type, blended, or online format, and distributes regular communication about learning opportunities available within NLP and other library organizations. It also coordinates and supports library programs and partnerships to raise public awareness about library services.
 
Aside from regular training opportunities announced by the Public Libraries Division through available channels, interested public libraries who wish to avail, participate, or be capacitated on products/services and management of public libraries may send a letter request addressed to and must include the following:

Kindly indicate the following details:
    a. Date, time, and venue of the training

    b. Brief context of the training to be conducted

    c. Target participants

    d. No. of participants

    e. Training requirements and other arrangements

The processing time of request is 21 working days upon receipt of the request letter.
