Muntilupa City Public Library

Mrs. Marilou Ordonio Lobo is  the Officer In-Charge of the Muntinlupa City Public Library and at the same time as Officer In Charge of the Microfinancing Program of the City.
She graduated Bachelor of Science in Fisheries from the College of Fisheries, University of the Philippines, Diliman, Quezon City in 1986,  Master in Fishery Technolgy in Ilo-Ilo State College of Fisheries in 2002 and have a 21 units of Master in Management from Technological University of the Philippines in 2000. After receiving her education, she was accepted as Fishery Biologist in San Miguel Corporation in Negros Occidental, 1986 -1989. She also worked in the Department of Agriculture as Fishery, 1989-1992. She was send to Republic of Palau, as Fishery Biologist,1992-1994.
Her National appointment from the Department of agriculture was devolved in Local Government of Muntinlupa City in 1994. Become the Officer In Charge of the Microfinancing and Livelihood of the City, she was given opportunities  to attend short courses abroad for Micro financing and livelihood , in  South Korea, India, Malaysia in 2004 -2007. When  the Mayor ends, the new administration, assigned her in Alabang Elementary School as librarian in 2007-2013. She was recalled in 2013 in the City Government of Muntinlupa as the Officer In-Charge of Muntinlupa City Public Library and as the Officer In-Charge of the micro financing of the city. As an Officer In-Charge of Muntinlupa City Public Library, renovated the old library rooms into a welcoming space, with an open  book shelves system and re-designed different sections. Encouraged the Mayor to buy new Books,  IT Equipments. Encouraged childrens,teens, Senior Citizens and Entrepreneurs to used all the available information's and IT Equipments for their needs.
Her hard worked pays off, the management  built a 21st Library.

Charles A. Pasicolan is a Librarian I at the Quezon City Public Library and is currently the Head of the Management Information Systems Section of the QCPL. He has worked as a cataloger, college librarian and chief librarian in his early professional life. He has also been a professor in Algebra, Computer I and NSTP-CWTS. He was also invited/acted as judge/evaluator for the Library Immersion Projects of students from the NSTP Plus Program of the Ateneo De Manila University. He recently spearheaded the creation of the new QCPL website that was launched last February of this year. He is presently working on a project, “Attendance Monitoring System”, for QCPL.
He was a graduate of BLIS from the University of the Philippines in Diliman. He took up post graduate degree from the same Institution but was not fortunate enough to finish the course on time. But he still plans to pursue his post-graduate degree sometime soon. He loves sports especially basketball.
Outside of work, he is busy spending quality time with his beautiful wife and three children.

Valenzuela City Library

Born in Valenzuela City, Rochelle S. Silverio serves Valenzuelanos as the current Librarian-in-Charge of the Valenzuela City Library. She also heads the University Library of the Pamantasan ng Lungsod ng Valenzuela Library and is a lecturer teaching children's literature at the U.P. School of Library and Information Studies. At present, she is taking her Ph. D. in Reading Education at the University of the Philippines. On her free time, she writes at One Valenzuela, a personal blog which serves as her tribute to her hometown.

Mariedone Dio Mismisin was born December 02, 1983 in Baguio City. She received her Bachelor of Education major in Library Science in April 2004. After college she worked in a private school at La Trinidad, Benguet as a librarian for two (2) and a half (1/2) years.  She decided not to sign another contract with the school. Searching for a greener pasteur she was informed that the Municipality of Itogon is looking for a Licensed Librarian. She tried to apply for the said position and luckily, she was hired. For her first year she was ask to help some school library to be to organized. At present, she continues to improve the services and introduce innovation to the library.

I am Bernadine Maminta Gravela  graduate of  Bachelor of Secondary Education major in Library and Information Science minor in English, earned 18 units in Master of Arts major in Library and Information Science at the same school at University of Santo Tomas - Manila .  I also earned my Graduate certificate in Barangay Governance at Urdaneta City University. Worked as school librarian at Montessori Filipino Child Academy - Katipunan, Quezon City  for a few months . After passing the Licensure Examination for Librarians I transferred at Angelicum College Quezon City as Higher Level Librarianfor4 years.1999 when I passed the Licensure Examination for teachers. In May 2002 up to present   I became the City Librarian of Urdaneta City Pangasinan.  In 2010 became a  faculty member of Urdaneta City University BLIS department. In 2010 – 2011, I was elected president of Pangasinan Public Librarians Association.  Convenor of PLAI Ilocos Region and elected as PRO the following year. Member of regional Junior Executives. I have attended seminars in library in information science. As a resource speaker in Library management and Childrens Library services. The Urdaneta City Library   received various awards for exemplary performance in Children’s Library, PWD library, Local History Section and Electronic library.

MILALYN R. MARCELO received a B. S. in Secondary Education from Mariano Marcos State University and is currently the Municipal Librarian of the Dingras Municipal Government in Dingras, Ilocos Norte. She had majors in English (and other languages as Filipino and Ilokano), Library Science and Early Childhood Education.

A knowledge worker and an advocate of information and communications technology resources learning, she indulges her library constituents in a variety of technology-infused activities that provide them opportunities to explore and benefit from the digital world. Her professional interests focus on digital literacy, communicative approaches to language teaching, thematic-integrative planning and cooperative learning among the young even in early childhood. She continuously seeks for learning anything new in her fields and most importantly on innovations in managing libraries.

I am employed by the City Government of San Fernando, La Union for two consecutive years as casual employee from 2000 to 2002 and because of my working performance I was hired as permanent employee.  I started working in the library year 2002. Year 2014 when I continued my studies and graduated Bachelor of Science in Office Administration. I leave work for two years and a half to finish my studies.
I aspired to go higher in my career therefore I took up Bachelor of Library and Information Science in 2015 and took my Masters in Library and Information Science in the same year. I applied the position as City Librarian however, I lack qualification and that is to have a license. In my current position as the OIC City Librarian, I made things in order and had been involved in different projects to improve the services of the library to better serve our clients and continue to pursue to become better and effective librarian.
When I sat as the OIC City Librarian, I take home different awards from different seminars, contests and events mostly conducted by the National Library of the Philippines. Awards that we are very proud to have and receive in recognition of our efforts.



Administrative Assistant III / Librarian-Designate

Merly Sepnio-Zambrano was assigned as the Librarian Designate of Villasis Municipal Library on October 2014. Showing her interest, she decided to take up her Bachelor’s degree in Library and Information Science. She is now in her final semester. In three years being the librarian, she has received awards and recognition from various entities recognizing her effort and best practices. As such, one of her predecessors dubbed her as “transformer” of the Villasis Municipal Library turning it to an award winning library.

Since she assumed her office, she has conducted various activities like basic computer tutorial and skills training which involved students from elementary to high school level; barangay health workers, child development workers, senior citizens, educators, government employees, and entrepreneurs. The library’s story telling activity is also a regular program of the Children’s Month Celebration held every November. During this month, film showing, art craft activities, among others are also conducted.

According to her, all the accomplishments of the library was made possible because of the overwhelming support of the Municipal Officials most especially the Mayor and Vice Mayor. She will never stop providing innovative and quality services to all her clients as long as they support her.

Bulacan Provincial Library

I finished my Bachelor of Library and Information Science from the College of Arts and Sciences at the Baliuag University, Baliuag, Bulacan in 2007. During my college life, I study and work at the same time as a student assistant in the college library. After I graduated in college, I got my first job as a College Librarian at the Trinitas College, City of Meycauayan, Bulacan in May 2007, the same year I took and passed the Licensure examination for Librarians on December 21. In 2008, I decided to work in my hometown in Baliwag, Bulacan and was fortunately hire as a High School Librarian in the Montessori de Sagrada Familia. In 2009, better opportunity came, I joined the Provincial Government of Bulacan as an employee with the position of Assistant Librarian in the Bulacan Provincial Library. I have contributed various roles not only in the library but in our Department (Provincial Youth, Sports, Employment, Arts, Culture and Tourism Office) as well. I was assigned in the circulation/information desk, cataloguing & classification of books, preparation of reports and technical works with regards to library programs like film showing and storytelling and also, I was assigned to assist in the different programs of our Department. In 2013, I was assigned as the OIC of the Bulacan Provincial Library, the same time we founded the Bulacan Public Librarians Association Inc. (BPLAI) and was elected as its President. On January 2015, remarkable events happened. The Arts, Culture and Tourism Division were separated from PYSEACTO and became a Department called Provincial History, Arts, Culture & Tourism Office (PHACTO). The Bulacan Provincial Library is under the management of History and Heritage Division and I assume the position as the Provincial Librarian. With the undying support of PHACTO thru the management of History and Heritage Division, the Bulacan Provincial Library in cooperation with the Bulacan Public Librarians Association, Inc. (BPLAI) conducted two major programs yearly: the Provincial Conference of Public Librarians every month of April and the provincial program for the celebration of Library and Information Services Month every month of November. During my term as the president of BPLAI, we were able to register the association to the Securities and Exchange Commission on January 16, 2016 with the revised by-laws. The most important revision is with regards to the membership in the organization that includes Librarian/Librarian-Incharge in the four Division of Deped and in the State Universities and Colleges (SUC) are entitled to be a member of the Association that open its door for a remarkable increase in membership with total of more than hundreds from its original membership which is purely librarians from Local Government Units. Today, I act as one of the Advisers of the Association as part of the Secretariat together with our Department Head, Dr. Eliseo S. Dela Cruz and our Division Head, May Arlene DG. Torres.

City Library of Balanga

LORENZA D. OLIVEROS serves as the City Librarian of Balanga City, Bataan. The first public funded library in Bataan has been operating since December 2013 under her supervision. Since its opening the library promoted various relevant programs such as children's Book Character Parade, Mentoring Program, Storytelling along with other regular library services which contributed to the City Government of Balanga’s Hall of Fame Award in National Literacy.
Ms. Oliveros acts as the leader of the strategic initiative team that aims to intensify collaboration with the leading academic institution, agencies and startup advocates.

She is the City of Balanga’s focal person for the DICT’s Rural Impact Sourcing (RIS) project that promotes online jobs in the countryside. With her keen interest and belief in the use of technology like the Tech4ED project, the City Library of Balanga was among the first few public libraries to adopt its platform. She has promoted inclusion of the Tech4ED platform to the Mayor’s pet project dubbed as Barangay Learning Hub (BLH) which the City of Balanga now has 11 out of their 25 barangays. The BLH is equipped with fast internet connection, where students and community members can access its online learning platform for free. All efforts are targeted to equip the remaining barangays to have its own BLH.

In her 19 years of library experience which includes serving as a College Librarian at the College of Veterinary Medicine in U.P Los Baños she continues to broaden her knowledge by attending related trainings, seminars and conferences.

Ms. Oliveros is a licensed librarian and has earned units in graduate education in Library and Information Science at Philippine Normal University and at School of Library and Information Science, UP Diliman.

She is married with a young daughter.

Enverga University Foundation and completed her degree in Bachelor of Secondary Education Major in Library Science from the same University. Jenalyn serves as Auditor of Librarians Association of Quezon Province-Lucena, Inc. (LAQueP-LInc) and act as Secretary and member of Quezon Medalya ng Karangalan Secretariat and Quezon Provincial Capitol Restoration Technical Working Group. She is a member of Philippine Librarians Association, Inc. (PLAI), PLAI-Southern Tagalog Region Librarians Council (PLAI-STRLC) and LAQueP-LInc and was honored with the Outstanding Librarian of Quezon Province 2016 for her contributions to LAQueP-LInc where she served as Secretary and P. R. O.

Jonnamille C. Caparros-Ramirez was born in Lopez, Quezon and has lived in Gumaca, Quezon where she attended her elementary and highschool. She entered Polytechnic University of the Philippines-Sta. Mesa Manila and took Bachelor of Science in Accountancy (BSA) for two years and shifted to Bachelor in Library and Information Science (BLIS) and graduated in 2013. She is a former cataloger/archiving librarian responsible for cataloging and indexing of past episodes of the popular noon time show Eat Bulaga-TAPE Inc., She is currently working at Gumaca Municipal Library as Librarian I since July 2015.

Gil Francis C. Manguera, RL is a Librarian at Boac Municipal Library and the Center Manager of Boac Tech4Ed Center in the Municipality of Boac, Marinduque. He is a graduate of Bachelor in Library and Information Science from the Polytechnic University of the Philippines-Manila in 2014.
He has been a Resource Speaker during the DepEd-Marinduque Basic Librarianship Training and DepEd-Marinduque District Roll-out Training-Workshop on Basic Librarianship last May 2-6, 2017 and August 23-31, 2017 respectively. He has been also a Resource Speaker during the Digital Literacy Training for Barangay Secretaries and Pipol Konek: Digital Literacy Training last November 15-17 & 27-29, 2017 and December 18-22, 2017 respectively at the Boac Tech4Ed Center.

Cagayan De Oro City Public Library

Mrs. Loreta A. Deloso is the current City Librarian of Cagayan de Oro City.  She finished her Bachelor’s Degree in Library Science in 1992 as a working student and Library assistant for the whole duration of her Library Science studies and was immediately hired by the prestigious Corpus Christi School to form their school library.  She joined the public service in 1996 upon the request of her mentor then Cagayan de Oro City Librarian, Mrs. Myrna F. Acedera and eventually herself became City Librarian in 2013 up to the present. She is happily married and blessed with 3 children. She personally still oversee the Children’s section as her first love has always been to mentor young readers in their pursuit of knowledge and leisurely reading adventures

Cotabato Provincial Library

I am Aurora Pagatpatan Nebrija, 58 years old, married, a resident of Kidapawan, Cotabato,  an Ilocana. I am a graduate of Bachelor of Science in Commerce, major in Business Administration at the Notre Dame of Kidapawan College School Year 1981 and I finished my course for being a working student assigned in the book room then later on I was transferred to the College Library as a student library assistant.
I started to work in the provincial government of Cotabato assigned in the Planning Office  as a Clerk/typist.  While employed in the Planning Office, to make use of my time after office hours I decided to go back to my Alma mater and took up Education, then shifted to Bachelor of Arts major in Library Science.  When I finished my 36 units in Library Science I was offered by the Honorable Governor Rosario P. Diaz, as an OIC of the Provincial Library (never in my thought that I will have this opportunity) and accepted it then later I was appointed as a Librarian 1 under the Office of the Governor.  After A year of being a librarian, the Governor send me to conferences sponsored by the The National Library for my professional growth. She advised me to finish my the AB-Library Science so that I can take the Librarians Board Examination.  Then in 1995 I finished the course then took the exam in Manila and have passed the exam.
For 24 years,  I am still the head librarian with a Librarian III position.  I am just happy doing my work in the provincial library with of course there are a lot of changes.  I can still recall when am attending conferences in Manila. The Director then is Madam Adoracion Mendoza – she always advised librarians to go back to school and take library science and I am one of those who take her word of wisdom, If not for her encouragement – may be I have not gone this position now.   
Being a librarian is a very challenging  work and by being a librarian – it  brings us to a very fortunate opportunities where we can travel to different countries, we can mingle with our colleagues and can adapt their best practices and apply/introduce  them in our area of responsibility."
