Blesila P. Velasco
Team Leader/Chairperson

Blesila P. Velasco or “Bless” to colleagues and friends, joined the National Library of the Philippines (NLP) as Librarian I on February 1, 2002 and was initially assigned at the Filipiniana Division, a reading room of NLP, catering to the library and information needs of hundreds of students and researchers. In July 2002, from Filipiniana Division, she was transferred to the Public Libraries Division (PLD) wherein its main function is to help establish and maintain public libraries nationwide. She is very much involved in the activities of the Division, like establishment of public libraries and in the planning and conducting of seminars and conferences for public librarians and library in-charge. In 2007, Bless was awarded the Model Employee Award by the NLP; was a recipient of an International Federation of Library Associations – Action for Development through Libraries Programme (IFLA-ALP) Scholarship on Literacy for Information Professionals which was held at Victoria University of Wellington in New Zealand; and, she finished her Master’s degree in Education with specialization in Library Science obtained at Philippine Normal University in Manila. In 2015, she graduated Master in Development Management at Development Academy of the Philippines. In March 2018, she earned her Doctor’s degree in Education in Industrial Education Management at the Technological University of the Philippines. In 2011, she was one of the innovators of the International Network of Emerging Library Innovators (INELI) Cohort 1 funded by the Bill and Melinda Gates Foundation, and was the Project Director of INELI-ASEAN in 2015-2018. In 2017-2018, she was the President of the ASEAN Public Libraries Information Network (APLiN).



Jennifer B. Dimasaca
Team Coordinator / Vice Chairperson 

Jennifer Dimasaca is a licensed librarian and a graduate of Masters in  Library and Information Science.  She has been with the National Library of the Philippines since 2002 and is currently assigned at the Public Libraries Division that helps affiliated public libraries to  provide relevant library services to the community.

In 2014, her management skills were enhanced through the scholarship grant she received from the national government under the Development Academy of the Philippines. She was conferred the
Masters Degree in Development Management and completed her Re-entry Project titled “Aklatan para sa Katutubong Pilipino ng Santa Marcela, Apayao” that won an Award as the Most-Citizen Centric Re-Entry Project.

She also had various local and international training on International Standard Serial Number, ASEAN Children’s Librarianship, among others.


Vida Dorea P. Mendoza
Administrative Staff


Vida Dorea P. Mendoza is the Designated Head of Field Libraries, Library Establishment & Affiliation,
Monitoring and Evaluation Section of the National Library of the Philippines (NLP). She finished her
Bachelor of Secondary Education Major in Library Science at Manuel L. Quezon University, Manila. She
joined the NLP in 2002 serving in various capacities.




Michael James R. Reyno
Technical Staff

Michael James R. Reyno commonly called as “Mike” by friends and colleagues, started his career as a College Librarian at the Manuel V. Gallego Foundation Colleges, Incorporated in Cabanatuan City in June 2012. Two years after, he then transferred to Olivarez College in Paraňaque City where he served as the High School Librarian and a part-time Instructor in Library and Information Science.

Mike is a fresh graduate of Master in Library and Information Science (MLIS) at the Baliuag University in Baliwag,  Bulacan where he also finished his Baccalaureate degree in Library and Information Science.

In August 2015, He joined the National Library of the Philippines (NLP) as Librarian. He is currently assigned at the Public Libraries Division where he handled the monitoring of public libraries in the Philippines. He was also appointed as one of the member of the International Network of Emerging Library Innovators (INELI) – Association of Southeast Asian Nations (ASEAN) Project where he worked as the Technical Senior Staff.



Maricris L. Abancia
I.T. Support Staff

Maricris Abancia is a grauduate of B.S. Computer Science. She joined the National Library of the Philippines (NLP) in 2003 as Clerk I and was initially assigned at the Government Publications Division. In 2008, she was transferred to the Information Technology Division and was promoted as Computer Programmer then a year after as an Information Systems Analyst II.  She is responsible in maintaining and monitoring the web and database servers as well as the integrated library system of NLP. The experience she learned from working at the Government Publications Division helped her to develop her skills in designing and automating some business processes in NLP.


Cesar Gilbert Q. Adriano

Cesar Gilbert Quizo Adriano is the 18th Director of the National Library of the Philippines (NLP). He was appointed by His Excellency President Rodrigo Roa Duterte on March 17, 2017.  Before his stint as the Director of the NLP, he was the Human Resource Management Officer for 15 years in Davao City.

He is married and blessed with two children.


Edgardo B. Quiros

He is currently the Chief of IT Division of the National Library of the Philippines, a licensed librarian and a certified IT by the European Council Disaster Recovery.

His graduate thesis in Master of Library and Information Science with Specialization in Information Technology at the University of the Philippines in Diliman in AY 2000-2001 was adjudged the best.

Among his areas of specialization are; (1) Information organization, storage and retrieval (indexing, abstracting, classification, cataloging) (2) Design and development of information retrieval tools such as authority lists, thesauri, taxonomies, ontologies (3) Document image processing (4) Archiving and records management (5) Systems analysis and design of information systems (6) Software development including technical documentation (7) Project proposal writing (8) Project management.

He was the system analyst, system designer and technical documentation specialist of the Philippine Elibrary Project (http:\\ from May 2004 to April 2005. His significant  contribution to the project include; (1) identified a technical solution to reduce the file size of online digitized library materials; (2) designed a thesaurus-based retrieval of the web site’s help questions and answers;  and (3) designed an automated selective dissemination of information system using a mapping of Dewey and Library of Congress Classification schedules.
